C. San Mateo County Senior Mobility Action Plan

Council Member Howard introduced the topic stating that the group has been
organized to address senior mobility and that Linda Griffith, Director of the
Veterans Memorial Senior Center has been asked to serve on the task force.

Steering Committee Member Griffith stated that Caltrans had offered a grant to
Samtrans to do a study in regards to senior mobility and that she was chosen to
be a part of the steering committee. The purpose of the committee is to develop
mobility solutions for seniors transitioning from driving to transit and other
alternative transit modes. She stated that in discussing the topic with Council
Member Howard it was clear that it is really a multi-generational issue, not just a
senior issue. At that same time, there are different types of use and different
types of needs. She showed the population of San Mateo County; the spine of
the County in the transit district from the corridor of Highway 101 and our
transportation spine; and where the different groups reside.

Vice Chair of Senior Affairs Commission Paley stated that the findings shown
dovetail with the work of the Commission recognizing the need of the community
to address both transportation and housing for seniors in the community. She
stated that there will be a growing need for more accessible housing along the
transit corridor and by continuing to provide the in-fill housing; seniors will be
given options to housing with increased access to critical services and a support
network.

Council Member Foust stated her interest in a presentation being made to the
Redwood City Rotary that meets on Tuesday and to the Citizens Advisory
Committees for Samtrans and the Transportation Authority. Council Member
Howard stated that C/CAG would also be a forum for presentation. She further
stated that at the shuttle kick-off meeting on July 20 where 12-14 people
attended with discussion around a survey process, and alternative funding
possibilities. Walter Martone of C/CAG and Richard Cook from Samtrans were
interested in working with the committee and provided the potential funding
information along with other helpful information.

D. Council Member Bain - stated that he attended a meeting on Thursday, July 21
that was organized by the Redwood Village Association. The nature of the
meeting was pertaining to the proposed Costco redevelopment and
approximately 40 people attended. A positive discussion ensued that included
Costco representatives, Planning Commissioner Tom Cronin and Planner Jill
Ekas. The concern expressed was with the increased traffic that the gas station
component will bring. He stated his concern that long standing traffic issues in the
area are in need of attention when the traffic engineer position is staffed.

E. Vice Mayor Pierce - stated that on the San Mateo Century Theatre opening
night they had a fund raiser for a community charity with the focus on the library.

JOINT MEETING MINUTES
CITY COUNCIL AND REDEVELOPMENT AGENCY

JULY 25, 2005
PAGE 13

.,
