<br />FXS:dft '2/5/90 (037/29) <br /> <br />that for retail display of non-flammable solid and non-flammable <br /> <br />or non-combustible liquid other health hazard materials the <br /> <br /> <br />requirements are set forth in Section 80.109. <br /> <br /> <br />2. The aforesaid local amendment is enacted pursuant to the <br /> <br /> <br />authority of Section 17985.5 of the California Health and Safety <br /> <br /> <br />Code, for the purposes of addressing and meeting certain "local <br /> <br /> <br />condi tions" unique and peculiar to the City of Redwood City, <br /> <br /> <br />which are more specifically described in the Finding of Facts <br /> <br />filed herewith and as follow: <br /> <br /> <br />(a) Many of the multi-family dwelling (i.e., apartment <br /> <br /> <br />houses, condominiums, etc.) constructed within the City <br /> <br /> <br />have been constructed on deep, narrow lots thereby <br /> <br />requiring greater numbers of fire fighting personnel to <br /> <br />reach living units located at the rear of such <br /> <br /> <br />developments than the City has available. <br /> <br /> <br />(b) For a City of relatively small size, there exists a <br /> <br />high level of fire hazard in existing commercial and <br /> <br />industrial developments within the City corporate <br /> <br /> <br />limits and within unincorporated regions provided fire <br /> <br /> <br />protection services by the City, due to the extensive <br /> <br />use of combustible materials, flammable gases and <br /> <br /> <br />liquids and the use of highly toxic substances, and to <br /> <br /> <br />the highly flammable nature of certain structures, as a <br /> <br />result of their age and type of construction. <br /> <br /> <br />(c) Numerous flammable structures presently exist in the <br /> <br />City's corporate limits to areas with normally high <br /> <br />7 <br /> <br />--r- ._. <br />
