REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 13, 2017 <br /> <br />SUBJECT <br />Award of Contract – National Guard Armory Building Parking Lot Improvements Project <br /> <br />RECOMMENDATION <br />By motion: <br />1. Approve the contract documents and award the standard form contract for the <br />National Guard Armory Building Parking Lot Improvements Project to Silicon Valley <br />Paving, Inc. of San Jose, California for their responsive and responsible low bid in <br />the amount of $401,379; <br />2. Authorize the City Manager to increase the contract amount, if necessary, up to 10% <br />above the contract amount; and <br />3. Find that the project is exempt from the requirements of the California Environmental <br />Quality Act (CEQA) under CEQA Guidelines Sections 15302 (Replacement or <br />Reconstruction), and 15332 (In-Fill Development Projects) <br /> <br />BACKGROUND <br />On July 27, 2015, the City Council approved a lease with the State of California at the <br />National Guard Armory located in Red Morton Park. The lease allowed for the use of <br />the Armory building for community recreation purposes. In lieu of monthly lease <br />payments, the City agreed to complete facility and land improvements, including <br />(among other improvements) the re-paving of the back “motor pool” parking lot and the <br />construction of a new, 20,000 square foot public parking lot on the existing dirt lot <br />adjacent to the Armory building. <br /> <br />Approximately half of the back lot was re-paved in May of 2016 as part of a separate, <br />project. The other half was being used for activities related to the recent field upgrades <br />at Red Morton Park and could not be repaved at the same time. <br /> <br />Improvement Plans for re-paving the other half of the rear parking lot and constructing <br />the new parking lot have been prepared by the Redwood City Engineering Division. Due <br />to the size of the proposed parking lot, the California Regional Water Quality Control <br />Board requires that stormwater treatment improvements be installed as part of the <br />improvements. The plans include hardscape and drainage infrastructure for those <br />treatment areas. City Parks staff will install the bio-retention soil, irrigation, and plants <br />after the parking lot construction is complete. The plans include the hardscape (asphalt <br />paving, concrete curb and gutter) and backbone infrastructure (drainage pipes and <br />structures, sleeves for future irrigation lines, conduit for future electrical lines) for the <br />6.1.A. - Page 1
