parking lot. The project is adjacent to the proposed Magical Bridge Playground park
improvements at Red Morton Park, and the plans have been coordinated with the
efforts for those facilities.

ANALYSIS
Two bids were received for the National Guard Armory Parking Lot Improvements
Project by the bid deadline on October 18, 2017. The bid amounts are summarized in
the table below.
BIDDER BID AMOUNT
1 Silicon Valley Paving, Inc. $401,379
2 Interstate Grading & Paving $610,790
Engineer’s Estimate $350,000 - $400,000

The low bid of $401,379 submitted by Silicon Valley Paving, Inc. is 0.3% higher than the
engineer’s estimate of $400,000 for the cost of construction. Staff reviewed several
references provided by Silicon Valley Paving, Inc. for similar completed projects. The
references provided satisfactory feedback in regards to accountability and performance
of the contractor. Based on the bids received and feedback from the references, staff
believes that the low bid is fair and reasonable and recommends awarding the contract
to Silicon Valley Paving, Inc.

If the contract award is approved, staff anticipates construction would begin within 60
days of the award of this contract. Updates on the progress of construction will be
available on the City’s website.

ALTERNATIVES
The City Council may choose not to award the contract for the National Guard Armory
Building Parking Lot Improvements Project and direct staff to re-advertise the project.
FISCAL IMPACT
The Capital Outlay Fund - National Guard Armory-Improvements Per Lease has an
available balance of $542,619 as of September 30, 2017; all funds in this account are
allocated for the construction of the improvements required by the lease.

ENVIRONMENTAL REVIEW
As proposed, the project is categorically exempt from the requirements of the California
Environmental Quality Act (CEQA) Guidelines per Section 15302 “Replacement or
Reconstruction” for removal and replacement of existing asphalt paving; and Section
6.1.A. - Page 2
