The project is adjacent to the proposed Magical Bridge Playground park <br />improvements at Red Morton Park, and the plans have been coordinated with the <br />efforts for those facilities. <br /> <br />ANALYSIS <br />Two bids were received for the National Guard Armory Parking Lot Improvements <br />Project by the bid deadline on October 18, 2017. The bid amounts are summarized in <br />the table below. <br />BIDDER BID AMOUNT <br />1 Silicon Valley Paving, Inc. $401,379 <br />2 Interstate Grading & Paving $610,790 <br /> Engineer’s Estimate $350,000 - $400,000 <br /> <br />The low bid of $401,379 submitted by Silicon Valley Paving, Inc. is 0.3% higher than the <br />engineer’s estimate of $400,000 for the cost of construction. Staff reviewed several <br />references provided by Silicon Valley Paving, Inc. for similar completed projects. The <br />references provided satisfactory feedback in regards to accountability and performance <br />of the contractor. Based on the bids received and feedback from the references, staff <br />believes that the low bid is fair and reasonable and recommends awarding the contract <br />to Silicon Valley Paving, Inc. <br /> <br />If the contract award is approved, staff anticipates construction would begin within 60 <br />days of the award of this contract. Updates on the progress of construction will be <br />available on the City’s website. <br /> <br />ALTERNATIVES <br />The City Council may choose not to award the contract for the National Guard Armory <br />Building Parking Lot Improvements Project and direct staff to re-advertise the project. <br />FISCAL IMPACT <br />The Capital Outlay Fund - National Guard Armory-Improvements Per Lease has an <br />available balance of $542,619 as of September 30, 2017; all funds in this account are <br />allocated for the construction of the improvements required by the lease. <br /> <br />ENVIRONMENTAL REVIEW <br />As proposed, the project is categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA) Guidelines per Section 15302 “Replacement or <br />Reconstruction” for removal and replacement of existing asphalt paving; and Section <br />6.1.A. - Page 2
