REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 13, 2017 <br /> <br />SUBJECT <br />Professional Services Agreement with Environmental Services Inc. for Environmental <br />Consulting Services for the Harbor View Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement for <br />environmental consulting services with Environmental Services Inc. in an amount not to <br />exceed $337,010 for the preparation of an Environmental Impact Report in accordance <br />with the California Environmental Quality Act for the Harbor View Project <br /> <br />BACKGROUND <br />The Jay Paul Company submitted an application for the development of an office <br />campus at the properties located at 320, 330, 340 and 350 Blomquist, 19 Seaport <br />Boulevard, and 15 and 30 Stein Am Court. The site was previously occupied by Malibu <br />Golf and Grand Prix, a building and lumber supply company, a gas station, Lyngso <br />garden materials, and light industrial uses. The total land area is approximately 27 <br />acres, and has General Plan land use designations of Industrial-Light (LI) and Industrial- <br />Port Related (IP). The properties are zoned Industrial Restricted (IR) and General <br />Industrial (GI). The project area is depicted in Figure 1. <br />The applicant proposes to demolish the existing buildings and construct a new office <br />campus. The conceptual plan includes 1,179,747 square feet of office/amenity space (a <br />floor area ratio of 1.0) within four, seven-story buildings with approximately 750 surface <br />parking spaces and two parking structures containing over 3,000 parking spaces. The <br />applicant’s proposed project is depicted in Figure 2. <br />As part of the application, the Jay Paul Company requested that the City Council initiate <br />a General Plan Amendment from Industrial-Light and Industrial-Port Related to <br />Commercial-Office Professional/Technology. Jay Paul Company would also request a <br />Zoning Map Amendment from Industrial Restricted and General Industrial to <br />Commercial Park. <br /> <br />6.1.E. - Page 1
