On July 24, 2017, the City Council initiated the requested General Plan Amendment. <br />The initiation of the General Plan Amendment does not approve the amendment nor <br />guarantee future project approvals. It is the first step in moving the application toward <br />the project review process. The City Council was not required to initiate the Zoning Map <br />Amendment. <br /> <br />The current proposal supersedes an application by The Jay Paul Company in 2014 for a <br />similarly sized office development in the project area, known as Harbor View. Two <br />months prior to receiving this application, the City initiated preparation of a specific plan <br />for a larger area east of Highway 101 that encompassed most of the Jay Paul project <br />area (Inner Harbor Specific Plan, IHSP). Given there are only two privately held land- <br />based development sites in the Inner Harbor Specific Plan area and the subject site <br />constituted a majority of that land area, the project was analyzed in conjunction with the <br />IHSP, as an alternative project for consideration. However, the Inner Harbor Specific <br />Plan review process, including the associated EIR, has since been suspended. <br />Therefore, the applicant has decided to submit a “stand-alone” application, which <br />requires review of the California Environmental Quality Act. <br /> <br /> <br /> <br />Figure 1: Project Site <br /> <br />6.1.E. - Page 2
