<br />Figure 2: Proposed Project <br />As noted below, only the contract to conduct an environmental analysis is being <br />considered at this time. Public input and review of the actual development application <br />will take place in 2018, and include a number of steps, prior to official consideration by <br />the approval body. The actual development proposal as described above can be viewed <br />on the City’s “Current Development Projects” webpage. <br /> <br />ANALYSIS <br />Planning staff and the applicant have determined that an Environmental Impact Report <br />(EIR) is necessary for the proposed project. Staff has determined that the City’s <br />environmental consultant for the IHSP, which included a project-level analysis of the <br />earlier version of the Harbor View project, would be best suited to prepare the EIR for <br />the current Harbor View proposal. ESA’s previous analysis would be helpful in the <br />preparation and analysis of the current project. It should be noted that the result would <br />be a new EIR and not an update of the prior IHSP analysis. For example, new traffic <br />counts would be conducted at identified intersections once the ESA agreement is <br />approved.
