Approval of the consultant contract is the first step in beginning the required <br />environmental review for the proposed project, and is not an approval of the project <br />itself. Future steps include: <br />· Issuance of a Notice of Preparation and holding an EIR Scoping Session <br />(tentatively set for early 2018) <br />· Community outreach meetings <br />· Architectural Advisory Committee review <br />· Complete Streets Advisory Committee review <br />· Planning Commission and public comments on the Draft EIR <br />· Planning Commission formal review and action on the Final EIR and <br />requested development permits <br />· City Council review of the requested entitlements, General Plan <br />Amendment and Zoning Amendment. <br />These steps will take place over the course of 2018 and will provide multiple <br />opportunities for public comments and feedback on the proposal. <br /> <br />ALTERNATIVES <br />Do not authorize execution of the agreement with ESA Inc. and direct staff to seek <br />additional consultant proposals. <br /> <br />FISCAL IMPACT <br />None. Pursuant to the City’s Cost Recovery Program, the applicant would pay for all <br />costs associated with the EIR, including the City staff necessary to manage the EIR and <br />entitlement process. <br />ENVIRONMENTAL REVIEW <br />Approval of this consultant agreement is not a project under the California <br />Environmental Quality Act (CEQA). <br /> <br /> <br />STEVEN TURNER <br />PLANNING MANAGER <br /> <br /> <br />6.1.E. - Page 4
