REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 13, 2017 <br /> <br />SUBJECT <br />Final Acceptance – Linden Park Reconstruction Project <br /> <br />RECOMMENDATION <br />By motion, accept the Linden Park Reconstruction Project and authorize release of <br />bonds and retention according to City procedures <br /> <br />BACKGROUND <br />In December 2016, Council awarded the construction contract for the Linden Park <br />Reconstruction Project to the lowest responsive and responsible bidder, C2R <br />Engineering, Inc. of Mountain View, California, for their low bid of $432,915.00. The <br />Engineer’s Estimate was a range from $350,000.00-$442,000.00. <br />The project, located in the Redwood Oaks neighborhood, includes installation of new <br />sidewalks and crosswalks and related pedestrian safety signage; storm drainage and <br />irrigation system improvements; concrete flatwork and decomposed granite paving <br />surfaces; plants and irrigation systems; soil amendments; decorative metal fencing and <br />gates; picnic tables and trash receptacles; pre-cast concrete themed benches; and <br />ornamental natural wood landscape features. Utilities and typical playground structures <br />with footings deeper than six inches were not allowed by the San Francisco Public <br />Utilities Commission (SFPUC), which owns the land under Linden Park. <br />ANALYSIS <br />The Linden Park Reconstruction Project was successfully completed in accordance with <br />the plans and specifications and to the satisfaction of the City’s Engineering and <br />Transportation Division for a total contract cost of $440,132.79. Change orders were <br />issued for the sum total of $7,244.79, which is 1.7% more than the awarded contract <br />amount. The majority of the change order amount was issued for the relocation of a <br />curb ramp in the play area, additional sleeves for irrigation, and additional concrete for <br />curb and gutter in the right-of-way. <br /> <br />The contract allowed 105 calendar days for project completion and the project was <br />completed in 112 days to allow for the art component to be installed. Linden Park was <br />substantially completed on June 19, 2012 and re-opened to the public on Thursday, <br />6.2.A. - Page 1
