REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 13, 2017 <br /> <br />SUBJECT <br />Adoption of a Smoke-free Multi Family Housing Ordinance <br /> <br />RECOMMENDATION <br />Waive second reading and adopt an Ordinance adding Article V to Chapter 15 <br />(Smoking Regulations) of the City Code of Redwood City relating to prohibiting smoking <br />in and around multi-unit residences <br /> <br />BACKGROUND <br />On October 2, 2017, the City Council waived the first reading and introduced the <br />Smoke-Free Multi-Family Housing Ordinance. The details of this ordinance, including <br />timelines for implementation, can be found in the attached staff report. At this meeting, <br />the Council also directed that several minor changes be made to the initial version of <br />the proposed ordinance. The changes have been incorporated and are as follows: <br />1) The ordinance applies to buildings with two or more units. The initial version of <br />the ordinance only applied to multi-family housing with three units or more. <br />2) The ordinance exempts currently smoke-free buildings from noticing <br />requirements; and <br />3) The current version includes minor clean ups to the ordinance language for <br />consistency purposes. <br /> <br />If adopted on November 13, 2017, the ordinance will go into effect on December 13, <br />2017. <br />ANALYSIS <br />A full analysis of the Smoke-Free Multi-Family Housing Ordinance can be found in the <br />attached October 2, 2017 staff report. As indicated above, several minor changes were <br />made to the initial version of the ordinance as directed by Council, and have been <br />incorporated into the current version.
