REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 13, 2017 <br /> <br />SUBJECT <br />Compensation Adjustments for the City Manager and City Attorney <br /> <br />RECOMMENDATION <br />1. Adopt a resolution authorizing the Mayor to execute an amendment to the <br />employment agreement for the City Manager to provide for adjustments to salary; and <br />2. Adopt a resolution authorizing the Mayor to execute an amendment to the <br />employment agreement for the City Attorney to provide for adjustments to salary and <br />benefits <br /> <br />BACKGROUND <br />Salaries and benefits for the Council-appointed positions, including the City Manager, <br />City Attorney and City Clerk, are reviewed by the City Council on an annual basis, <br />concurrently with the time of the employee’s annual performance evaluation. Salary <br />adjustments are made with consideration given to employee performance, total <br />compensation relative to the City’s survey market of benchmark cities, and the current <br />financial conditions of the City. <br />City Attorney Veronica Ramirez was appointed by Council last year, and has been <br />serving as City Attorney since September 6, 2016. City Manager Melissa Stevenson <br />Diaz began her employment with the City on October 12, 2015, and most recently <br />received a salary increase on October 16, 2016. The City Council conducted <br />performance evaluations for the City Attorney and City Manager in September 2017 and <br />October 2017, respectively. <br />ANALYSIS <br />Following the recent performance reviews, the Personnel Subcommittee considered <br />appropriate salary and benefit adjustments for the City Manager and City Attorney, with <br />consideration given to both performance and relative position within the labor market. In <br />order to reward successful performance, and to maintain competitive compensation <br />packages, the Subcommittee recommends salary increases for both the City Manager <br />and City Attorney that would bring the total compensation for both positions equal to the <br />average (mean) compensation for the City’s nine benchmark cities.
