REV: 06-17-2021 SK <br />previously identified in the Draft EIR. <br />Task 1: Technical Analysis <br />This scope of work focuses on the environmental effects largely triggered by operation of the ice <br />rink use, since, as shown in Table 1, the ice rink scenario maintains the major changes to the Draft <br />EIR Project (i.e., 379,598 fewer office square, one building, and one parking structure). These <br />primarily includes vehicle miles traveled (VMT), greenhouse gas emissions (GHG) and energy, <br />and to a lesser extent to be compared qualitatively, noise and utilities. Where appropriate, <br />Consultant and Fehr & Peers will utilize or build upon its previous analysis of the Applicant’s <br />Revised Project in the Screencheck Final EIR. <br />A.Transportation (VMT/Trip Generation). Fehr & Peers will update the Draft EIR Project to <br />include a VMT assessment for a Revised Project a new ice rink, replacing the VMT <br />assessment it drafted in Master Response 1 of the Screencheck FEIR. Fehr & Peers’ <br />work tasks include the following: <br />Subtask 1 – StreetLight Data Collection. <br />Fehr & Peers will collect cell phone data to better understand origin and destination <br />travel patterns for an existing, comparable ice rink located on the Peninsula. Origin and <br />destination data for a similar ice rink will be used to quantitatively evaluate the proposed <br />ice rink’s average trip length as part of Subtask 2. <br />Subtask 2 – VMT Assessment. <br />Fehr & Peers will use the average trip length based on StreetLight data collected in <br />Subtask 1 in addition to other project-specific details to analyze the Revised Project’s <br />VMT impact for retail uses consistent with Redwood City’s guidelines for VMT analysis <br />included in the RWC moves Appendix F. The VMT assessment will include both <br />quantitative and qualitative analysis depending on how the Revised Project description <br />changes the baseline conditions. <br />Fehr & Peers will estimate both the Revised Project generated VMT per capita and the <br />Revised Project effect on VMT for Baseline and Cumulative scenarios. If a significant <br />impact occurs, Fehr & Peers will develop appropriate mitigation measures. Fehr & <br />Peers has not included C/CAG model runs for this land use type due to its unique nature <br />and the model’s lack of sensitivity. <br />Subtask 3 – Trip Generation. <br />Fehr & Peers will also summarize for the Revised Project specifically for use in the air <br />quality, GHG emissions and noise analyses described below, (1) the number of daily <br />trips generated (if new trips) for the ice rink and estimated average trip length; and (2) <br />the number of daily trips generated (if they are diverted trips) and change in VMT. <br />Subtask 4 - Lyngso Driveway Closure Option. <br />Fehr & Peers will prepare a qualitative discussion of the comparative effects of the <br />proposed Harbor View Project with closure of the Lyngso Driveway, as requested by <br />City staff. <br />Fehr & Peers will submit its analysis in a stand-alone technical memo, which Consultant will <br />incorporate into the updated Screencheck Final EIR (Task 2 below). <br />ATTY/AGR.2021/Amend No. 4/Environmental Science Associates (ESA) (Page 5 of 9)
