EXHIBIT "A" <br />SCOPE OF SERVICES <br />Task 1: EIR Initiation, Kick-off/Scope Meeting and TASK 1 DELIVERgBLES <br />Site Visit. Consultant will meet with the City and as ,Data Request Matrix/Memo ,;.. (PDF <br />appropriate the project sponsor and relevant file) <br />consultants to review and refine the scope of work, and ,Kick -Off Meeting <br />receive any available data inputs in response to a data , Transportation Scoping Meeting <br />request memo that the Consultant will prepare and <br />submit to the City and project sponsor in advance of <br />the meeting. The kick-off meeting will also provide an opportunity to confirm roles and <br />responsibilities within the Project Team, communication protocols, overall CEQA approach, <br />overall work goals/ objectives, critical path tasks and milestones for schedule development, <br />baseline assumptions and cumulative assumptions and approach. <br />This task includes initial scoping discussion on fundamental assumptions and approaches for <br />the transportation analysis, particularly the cumulative approach (as detailed in the Technical <br />Tasks by Topic section, Task 4.14) which will then allow the Project Team to develop a viable <br />Project EIR schedule. This task also includes a brief site visit to the Project site and its <br />surroundings to document any changes since the Consultant's documentation in the 2015 Draft <br />EIR. The Project kick-off meeting will include Consultant's Project Director and Project Manager, <br />and up to two (2) technical analysts, as needed. <br />Task 2: Prepare Preliminary Project Description. <br />Consultant will develop a Preliminary Project ; TASK 2 DELIVERAK <br />Description in advance of the Administrative Draft EIR > Preliminary Project Description <br />(Task 4). The Preliminary Project Description will build (PDF and Word files) <br />upon and update the Harbor View Project description <br />presented in the 2015 Draft EIR, using all available <br />information provided by the project sponsor. The Project will be described in text, tabular, and <br />graphic formats. City and Consultant will discuss and identify key project components that are <br />required for this Task in advance of the Consultant starting the environmental analysis that may <br />include, but are not limited to, the following: Confirmed description of the proposed land <br />development and uses; Project objectives; existing and proposed infrastructure and utility <br />improvements; construction activity detail, landscape plans and tree survey; scaled project <br />plans, elevations and sections; sustainability elements above and beyond CalGreen <br />requirements. <br />The Consultant will incorporate the City's consolidated and non -contradictory review comments <br />on the Preliminary Project Description into the Project Description chapter of the Administrative <br />Draft EIR 1 (Task 4). <br />Task 3: Notice of Preparation (NOP) and Scoping Meeting. <br />The Consultant will prepare, pursuant to CEQA Guidelines, an Administrative Draft NOP for one <br />(1) round of review and revision. No Initial Study Checklist (which would typically accompany <br />the NOP) will be prepared. All topics will be addressed in the EIR at an appropriate level of <br />detail, including confirmation of topics for which the Project is anticipated to have no impact <br />(e.g., Agriculture and Forestry Resources). <br />Page 9 of 26 <br />REV: 11-08-17 PR <br />ATTY/AGR.2017.262/ESA / Harbor View Project <br />
