The Consultant will review and as needed update the City's current distribution list of <br />appropriate public and quasi -public agencies to receive the NOP, including state agencies via <br />the State Clearinghouse. The Consultant will prepare and appropriately transmit the NOP to all <br />required and selected public agencies and the County Clerk. T City will publish and circulate the <br />NOP to all other non -agency interested parties and organizations. <br />Consultant will attend a Public Scoping Meeting to be <br />facilitated by the City. Consultant's role will support <br />staff to prepare meeting materials (handouts, <br />PowerPoint, etc.). The project manager from the <br />Consultant's Team will prepare and present an oral <br />and/or visual presentation of the NOP and relevant <br />CEQA issues. City will arrange for the Scoping Meeting <br />to be digitally recorded (audio or transcription), from <br />which Consultant will prepare a written summary of all <br />scoping comments, which will subsequently be <br />included in an appendix to the Draft EIR with <br />TASK S DELfWE ... <br />Administrative Draft and Final <br />NOP (PDF and Word files) <br />List of Public Agencies for NOP <br />Distribution <br />• Scoping Comments Summary <br />(PDF and Word files) <br />• Public Scoping Meeting Support, <br />Attendance, and Presentation <br />references to where in the Draft EIR each scoping comment is addressed. <br />Task 4: Prepare Draft EIR. <br />Analysis Overview: Consultant will prepare the project - <br />level analysis of all resource topics pursuant to the <br />requirements of the CEQA, California Public <br />Resources Code Sections 21000 et sequitur, and <br />CEQA Guidelines, Title 14, California Code of <br />Regulations 15000 et seq. <br />� TASK 4 DEI.IVEIRABLES i : , <br />• ADEIR 1 (PDF and Word files, 10 <br />printed copies) <br />ADEIR 2 (PDF and Word files, 10 <br />printed copies) <br />• Screencheck Draft EIR (PDF and <br />Word files) <br />The Draft EIR analyses will also be prepared in Draft EIR (PDF file, 50 CDs, 50 <br />accordance with current professional standards and printed copies) <br />practices and consistent with significance criteria References Record (PDF file) <br />approved by the City. The Draft EIR will present the Draft and Final Notice of <br />necessary substantial evidence to support that the Availability and Notice of <br />proposed Project either would or would not result in a Completion (PDF files) <br />significant effect (as defined by CEQA) on each of the <br />environmental topics potentially affected. The analysis of the Project will be conducted at a project <br />level, which will apply program -level significance criteria and thresholds and mitigation measures. <br />Contents and Organization: The Draft EIR will be organized in a clear and familiar format with <br />data and discussions that are understandable to the lay reader.
