This will disclose the potential impacts of the proposed Project. The analysis will address <br />impacts that could occur in the following instances: onsite and offsite, direct and <br />secondary, project -specific and cumulative (discussed below), and short-term and long- <br />term. The analysis will also address any proposed amendments to the General Plan <br />and, if necessary the zoning code and/or map, and any other discretionary actions <br />required for the Project. (Specific impact analysis tasks are detailed in the, Technical <br />Tasks by Topic, in the following section) <br />Cumulative Analysis. <br />Within each environmental topic section of the Draft EIR, the analysis will address the <br />potential for the Project to contribute to cumulative impacts. This work will consider the <br />Project's effects combined with the potential effects of past, present, approved, and <br />other reasonably foreseeable projects and plans. As noted in Task 1, an initial <br />transportation scoping meeting will allow for discussion of cumulative approach, which <br />will address cumulative projects and plans that are (or are not) included in the <br />transportation model, except as specified by the City and/or identified by other <br />consultants (also see Travel Demand Forecast under Task 4.14 in the Technical Tasks <br />by Topic section of this scope). Any additional plans or projects will be factored into the <br />cumulative baseline as appropriate. The cumulative analysis will clearly describe the <br />geographic context and methodology used for each topic. <br />Mitigation Measures. <br />The Consultant will identify feasible mitigation measures for all significant or potentially <br />significant impacts identified for the proposed Project or cumulative impacts. The <br />analysis will consider all existing policies and development standards and guidelines <br />applicable to the Project or the Project site in developing mitigation measures for the <br />Project. It is reasonable that, to the extent that previously identified mitigation measures <br />identified in the 2015 Draft EIR are still warranted for the Project, they will be restated <br />and updated as needed. <br />The Alternatives Analysis will describe and evaluate up to two (2) no project alternatives <br />and three (3) alternative land use scenarios. The objective of each of the development <br />alternatives is to reduce or avoid significant impacts identified with the Project. The <br />project sponsor will assist Consultant in the development of development alternatives, <br />where necessary to ensure development viability, and by preparing for each alternative a <br />conceptual land use plan, development program, and information about any alternative, <br />or aspect of a particular alternative, that makes it infeasible or impracticable from the <br />project sponsor's perspective. <br />The CEQA-required no project alternatives will consider development that could likely <br />occur on the Project site pursuant to the natural course of growth under the existing <br />General Plan (2010). <br />A preliminary list of alternatives include the following: <br />• No Project: Existing General Plan Growth <br />• No Project: Existing Zoning Growth <br />• Reduced Intensity Project <br />• Alternative Land Use Scenario <br />• Alternative Site Location <br />Page 11 of 26 <br />REV: 11-05-17 PR <br />ATTY/AGR.2017.262/ESA / Harbor View Project <br />
