The comparative impacts of each alternative (compared the proposed Project) will be discussed qualitatively ("greater than/less than"), based on comparative trip generation. the Consultant will conduct a quantitative comparative analysis, quantifying operational air quality emissions, GHG emissions, estimated population and employment, and a complete quantitative analysis including an LOS analysis. This scope assumes that up to two (2) photosimulations would be prepared to support the alternatives, if warranted (see Task 4.1, Aesthetics, under the Technical Tasks by Topic section of this scope). All results will be presented in matrix or other tabular form. Noticing and Related Deliverables: Consultant will prepare and submit an Administrative Draft EIR (ADEIR) for two (2) rounds of review, as well as a Screencheck draft. With this Task 4, the Consultant will prepare and submit for the City's review and approval a Draft EIR References Record, which includes a list and copies of all documents referenced in the Draft EIR. With this Task 4, Consultant will also prepare for City review and approval a Notice of Availability (NOA) of the Draft EIR and a Notice of Completion (NOC) of the Draft EIR. Consultant will distribute the NOA and NOC (as appropriate) to designated public and quasi -public agencies (updated list from Task 3 [NOP and Scoping], including those through the State Clearinghouse) and other persons who commented during the EIR Scoping process. The Consultant assumes the City will appropriately distribute the NOA to all interested persons or organizations. Task 5: Prepare Response to Comments / Final EIR, CEQA Findings, and Mitigation Monitoring and Reporting Program. After the 45 -day (or longer if specified by the City) public review and comment period for the Draft EIR, the Consultant will organize and assess the public comments received on the Draft EIR and recommend appropriate response approach for each. This scope of work includes approximately 150 total labor hours to prepare the initial draft of responses to comments.l Upon Consultant's receipt and review of all comments on the Draft EIR, it will discuss with the City the adequacy of this scoping assumption given the actual work necessary. This scope does not assume the inclusion of any information receive in response to the 2016 Responses to Comment.
