50 CDs, 50 printed copies) <br />Noticing and Related Deliverables. • Updated References Record <br />The Consultant will prepare and submit an (PDF file) <br />Administrative Response to Comments / Final EIR . Draft and Final Notice of <br />(AFEIR) for two (2) rounds of review, in addition to a Determination (Word file) <br />Screencheck draft. With this Task 5, Consultant will <br />prepare a Mitigation Monitoring and Reporting Program (MMRP) pursuant to CEQA and the <br />City's existing template (if available). The MMRP will be submitted as part of AFEIR1. With this <br />Task 5, Consultant will supplement the Draft EIR References Record (Task 4) to incorporate any <br />new documents reference in the Response to Comments / Final EIR. In addition, The Consultant <br />will prepare the CEQA Findings and Statement of Overriding Considerations pursuant to the <br />City's existing template (if available). This will be submitted as a part of AFEIR <br />Task 6: Attend Public Hearings and Study <br />Sessions. <br />The project manager and other technical staff from the <br />Consultant Team, as appropriate, will attend and assist <br />City staff to prepare for up to three (3) public hearings: <br />(1) Draft EIR Public Hearing (Planning Commission), <br />(2) Final EIR Review and Recommendation Public <br />Hearing (Planning Commission), and (3) EIR <br />Certification Hearing (City Council). (Consultant's <br />attendance at the Public Scoping Meeting is <br />addressed in Task 3 [NOP and Scoping].) <br />Consultant's role will support staff to prepare materials <br />(handouts, PowerPoint, etc.). The project manager <br />from the Consultant's Team will prepare and present <br />an oral and/or visual presentation of the Draft EIR <br />issues relevant to CEQA. The City will arrange for the <br />Draft EIR Public Hearing to be digitally recorded <br />(audio or transcription), from which Consultant will <br />prepare the responses to comments for the Final EIR <br />(Task 5). <br />• Three (3) Public Hearings on the <br />EIR <br />• Two (2) Study Sessions on the <br />Plan and/or the EIR <br />This Task 6 includes the Consultant's participation in up to two (2) additional meetings during <br />preparation of the EIR. These meetings could include study sessions with the Planning <br />Commission and/or City Council. Consultant's role would be to provide input and feedback on <br />environmental considerations of the Project. <br />Task 7: As -Needed Contingency. <br />Within this task, Consultant would conduct work required for the EIR but that is not currently <br />known, to the extent that adequate budget exists or remains for this Task 7. Possible tasks <br />could include, but not be limited to, work to address the following: unforeseen issues or meeting <br />attendance; the City's decision to elect any additional tasks to support the EIR; consult and <br />meet in response to an EIR certification appeal; additional effort required to respond to public <br />comments on the Draft EIR; or respond to late comments received after publication of the <br />Responses to Comments / Final EIR document. <br />Global Effort Throughout all Tasks. <br />Throughout work under this scope, Consultant will provide project management, attend project <br />meetings (in addition to the study sessions describe in Task 6), and ensure quality control review <br />Page 13 of 26 <br />REV: 11-08-17 PR <br />ATTY/AGR.2017.262/ESA / Harbor View Project <br />
