REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 27, 2017 <br /> <br />SUBJECT <br />Award of Contract – Caltrain Grade Crossing Improvements – Section 130 Program <br />Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the contract documents <br />and award the standard form construction contract (Section 00520) for the Caltrain <br />Grade Crossing Improvements Section 130 Program Project to Granite Rock Company <br />of San Jose, California, for their responsive low bid of $841,360, and authorize the City <br />Manager to increase the contract amount, if necessary, up to 10% above the contract <br />amount, and find that the project is exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 (Existing <br />Facilities) <br /> <br />BACKGROUND <br />Under Title 23, United States Code, Section 130, the Railway/Highway Crossing <br />(Section 130) Program provides federal funds for safety improvements at existing <br />railway-highway crossings with the goal of reducing the number, severity, and potential <br />of hazards to motorists, bicyclists, and pedestrians. The program is a cooperative effort <br />between the Federal Highway Administration, California Department of Transportation, <br />California Public Utilities Commission, railroad companies, and local agencies. <br /> <br />The California Public Utilities Commission periodically reviews, prioritizes, and <br />recommends, through the California Department of Transportation, eligible crossing <br />improvements for federal Section 130 Program funding. Improvements at three railway- <br />highway crossings in Redwood City have been approved for funding: <br /> <br />· Whipple Avenue <br />· Broadway <br />· Main Street <br /> <br />On June 12, 2017 Council approved a Construction and Maintenance Agreement <br />between the City and Caltrain, agreeing to cooperate in the design, construction, and <br />maintenance of the proposed projects. <br /> <br />7.1.B. - Page 1
