At each location, the project proposes improvements on both Caltrain right-of-way, and <br />on City public street right-or-way. Caltrain will construct the proposed improvements <br />located within Caltrain right-of-way, and, if approved by Council, the City will construct <br />the proposed project improvements located on City right-of-way. <br /> <br />The City’s portion of work primarily includes sidewalk, crosswalk, Americans with <br />Disability Act (ADA) ramp, traffic signal, street light, traffic signage, and roadway <br />marking improvements. Caltrain’s portion of work primarily includes upgrades to their <br />warning devices (crossing gates, flashing beacons, warning signs, etc.). <br /> <br />ANALYSIS <br />The project will increase safety and mobility near the crossings by constructing <br />sidewalks and crosswalks to provide direct, continuous, ADA-compliant paths leading <br />to/from the railroad pedestrian gates. Additional street lighting will provide increased <br />lighting levels by the tracks, improving visibility of the tracks and pedestrians at night. <br />Upgrading the existing traffic signal at Broadway/Marshall Street will improve traffic flow <br />and reduce intersection delay when the railroad gates are down. Bicycle safety will be <br />increased with the addition of bicycle warning pavement markings. <br /> <br />In accordance with City requirements, the City developed contract documents and <br />advertised for bids for the construction contract. Three bids were received by the <br />deadline on October 11, 2017. The bid amounts are summarized in the table below. <br /> <br />Bidder Bid Amount <br />1 Granite Rock Company $841,360.00 <br />2 FBD Vanguard Construction, Inc. $932,975.00 <br />3 CF Contracting, Inc. $999,500.00 <br /> Engineer’s Estimate $1,000,000.00 <br /> <br />The low bid was determined based on the total base bid. The total base bid of <br />$841,360.00 from Granite Rock Company is approximately 16% lower than the <br />engineer’s estimate of $1,000,000 for the cost of construction. Based upon the bids <br />received, staff believes that the low bid of $841,360.00 is reasonable and responsive, <br />and recommends awarding the contract to Granite Rock Company. <br /> <br />If approved, it is anticipated that construction will begin in spring 2018. Construction <br />notices will be distributed to surrounding property owners and/or tenants in advance of <br />the start of construction work. The City will also alert the public via the City’s social <br />media accounts. <br /> <br />ALTERNATIVES <br />The City Council may choose not to award the construction contract and direct staff to <br />redesign and/or rebid this project. <br />7.1.B. - Page 2
