REPORT
To the Honorable Mayor and City Council
From the City Manager

November 27, 2017

SUBJECT
Resolution approving the temporary street closure for the Redwood City Police Cadets’
“Run with the Cops” event

RECOMMENDATION
Adopt a Resolution designating the event route for the “Run with the Cops” event
sponsored by the Redwood City Police Cadets and approve the temporary partial
closure of Seaport Boulevard as designated in Exhibit A

BACKGROUND
This will be the second “Run with the Cops” event.

ANALYSIS
The Redwood City Police Department Cadet program encompasses training and team-
building activities intended to encourage interest in law enforcement as a career. While
the Police Department budget covers the cost of uniforms and basic safety equipment,
the program also receives personal contributions from program participants and a small
number of program benefactors. The rapid growth of the cadet corps and the increased
demands placed upon the program and its participants has outstripped current funding.
The limited availability of funds directly affects the ability of cadets to participate in
various training opportunities designed to prepare the cadets for careers in law
enforcement.

The use of law enforcement volunteers has increased as a way of supplementing police
service costs. In 2016, the Redwood City Police Department cadets volunteered over
4,000 hours at a variety of festivals, parades, sporting events, ceremonies, Coffee with
Cops, and several other community-based events. To maintain that level of
involvement, the cadet program is raising funds to avoid financial barriers to
participation in the cadet program.

As part of their fundraising activities, the cadets propose hosting a 5k run/1 mile walk.
Staff expect that 300 runners will participate in the event this year. The event is slated to
7.3.A. - Page 1
