REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 27, 2017 <br /> <br />SUBJECT <br />Project List for Senate Bill 1 (SB 1) Road Maintenance and Rehabilitation Account <br />(RMRA) Funding <br /> <br />RECOMMENDATION <br />Adopt a Resolution adopting a list of projects to be funded by SB 1, the Road Repair <br />and Accountability Act of 2017 <br /> <br />BACKGROUND <br />On April 28, 2017, the Governor signed SB 1, which established the Road Maintenance <br />and Rehabilitation Account (RMRA) in the State Transportation Fund. The bill provided <br />that these funds, generated by an increase in fuel taxes and vehicle registration fees, <br />shall be used to address the deferred maintenance on the state highway system and <br />the local streets and road system. <br /> <br />SB 1 added language in the Streets & Highways Code which requires eligible cities and <br />counties to submit a list of projects proposed to be funded with RMRA funds to the <br />California Transportation Commission (CTC) prior to receiving an apportionment of <br />these funds. The project list must include a proposed project description, location, <br />schedule, and estimated useful life. <br /> <br />ANALYSIS <br />Staff recommends the following two projects be placed on the project list to be supplied <br />to the CTC in order to be eligible for RMRA funds: <br /> <br />· 2017-2018 Overlay Project on Twin Dolphin Drive <br /> <br />Description: Preventative rehabilitation and pavement maintenance, including <br />raising utility covers to grade, ADA improvements, and installation of associated <br />markers and striping. <br /> <br />Location: Limits are from Marine to Redwood Shores Parkway <br /> <br />7.3.B. - Page 1
