However, not adopting the resolution
would make the City ineligible for 2017-2018 RMRA funding.

FISCAL IMPACT
The State Department of Finance statewide revenue projections as of May 2017
estimated that the City of Redwood City would receive approximately $486,000 in
RMRA funding in Fiscal Year 2017-2018. This is new revenue and was not reflected in
the current year Capital Improvement Program (CIP).

The 2017-2018 Overlay Project on Twin Dolphin Drive is already fully funded for $1.7
million in the current year CIP budget. Transportation grants and Measure A funds were
budgeted for this project. The funding for the Hopkins Avenue Overlay Project has not
yet been secured. Although the project has not been listed in the five year CIP, it is part
of the Roadway Pavement Management program. The project is currently in design
stage and although a cost estimate is not yet available, it is expected to exceed $1
million.

The total estimated $486,000 in RMRA funding may be applied towards both projects
although it will likely be used for the Hopkins Avenue project. If some of the funds are
used towards the Twin Dolphin Drive project, this would free up funds for the Hopkins
Avenue Overlay Project or other transportation projects.

ENVIRONMENTAL REVIEW
The recommended action is not a project under California Environmental Quality Act
(CEQA) as defined in CEQA Guidelines, section 15378, as it does not have potential for
7.3.B. - Page 2
