REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 27, 2017 <br /> <br />SUBJECT <br />Award of Contract - 2017-2018 Watermain Replacement Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the contract documents <br />and award the standard form contract 00520 for the 2017-2018 Watermain <br />Replacement Project to Casey Construction, Inc. of Redwood City for their responsive <br />and responsible low bid of $1,095,950 and authorize the City Manager to increase the <br />contract amount, if necessary, up to 10% of the amount awarded, not to exceed <br />$1,205,545, and find that the project is exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Section 15302 <br />(Replacement or Reconstruction). <br /> <br />BACKGROUND <br />On October 10, 2011, the City Council accepted the Water System Master Plan Report <br />and directed staff to move forward with specific actions for future Council consideration. <br />The Water System Master Plan prioritized the system pipeline replacement into seven <br />priorities or programs to improve the reliability of the system and provide improved fire <br />protection. <br /> <br />ANALYSIS <br />Since the acceptance of the Water System Master Plan Report, the City has replaced <br />all “priority one” water mains, except for those that were put on hold primarily due to <br />coordination with other utility projects. The 2017-2018 Watermain Replacement Project <br />will replace “priority two” water mains. These are the remaining water mains four inches <br />in diameter or smaller not included in the priority one program. The project scope of <br />work includes replacing approximately 3,650 linear feet of deteriorated cast iron and <br />galvanized iron water pipeline with more durable eight-inch polyvinyl chloride (PVC) <br />pipes in the Oak Knoll/Edgewood Park Neighborhood. The water service laterals within <br />the project area will be upgraded to one and a half-inch polyethylene pipes at the <br />minimum. Nine existing fire hydrants will be replaced while three new fire hydrants will <br />be added to the project area.
