<br />Seven bids were received at the bid opening on October 1, 2017: <br /> <br />Bidder Bid Amount <br />Casey Construction Inc. – Redwood City $1,095,950.00 <br />Seton Pacific Construction – San Francisco $1,164,900.00 <br />D & D Pipelines, Inc. – San Anselmo $1,185,200.00 <br />Pacific Underground Construction, Inc. – San Jose $1,265,725.00 <br />Northern Underground – San Jose $1,344,155.00 <br />Cratus, Inc. – San Francisco $1,348,800.00 <br />California Trenchless, Inc. – Hayward $1,414,350.00 <br /> <br />Engineer’s Estimate $900,000 to <br />1,100,000.00 <br />Recommended Bidder: Casey Construction Inc. <br />Substantiation: Casey Construction Inc. is the lowest responsive and responsible bidder. <br /> <br />The low bid of $1,095,950.00 submitted by Casey Construction Inc. is approximately <br />0.3% lower than the maximum of the engineer’s estimate of $1,100,000.00 for project <br />construction cost. The engineer’s estimate was determined based on construction costs <br />of watermain replacement projects from the last few years. Based on the bids received, <br />staff believes that the low bid is reasonable, balanced and recommends awarding the <br />contract to Casey Construction Inc. Their bid is 13% lower than the average of all the <br />bids received and the three lowest bids are within 8% of one another. In addition, Casey <br />Construction Inc. has successfully completed similar projects in the past and is a <br />qualified contractor. <br /> <br />Construction should begin in February 2018, and conclude within 150 calendar days. <br />Staff will notify all residents and businesses who might be affected by the construction. <br />Additionally, the contractor is obligated to notify area residents and businesses two <br />weeks prior to the start of work on each street and/or two days prior to any interruption <br />of water service. Staff will post signs with project information at the construction sites <br />and post construction updates on the City’s website. <br /> <br />ALTERNATIVES <br />The City Council may choose not to award the contract and direct staff to redesign <br />and/or rebid this project. Continued deterioration of the water main in the project area <br />will increase replacement costs and may result in pipe breakages that could interrupt <br />service, damage roadways and/or private property. <br />7.1.A. - Page 2
