EXHIBIT "A" SCOPE OF SERVICES. PROJECT SCHEDULE AND PAYMENT TERMS I. Scone of Services Consultant will evaluate the City's existing SCADA communications network and recommend options for licensing additional radio frequencies. In order to accomplish the above, Consultant will perform the following tasks: Task 1: Kickoff Meetina and Documentation Review Consultant will: • Conduct a kickoff meeting to review project scope and schedule, and gather City's existing documentation. Task 2: Site Visits Consultant will: • Conduct up to 3 site visits and interviews with City staff. • Gather information about the City's current SCADA system design, system operations, and maintenance challenges. • Gather and document information specifically for the following areas: o System communications, o System hardware, o System software, o Data collection and reporting, o System operations, and o Staff roles and responsibilities. Task 3: Communication Svstem Desion, Control Svstem Architecture. Miaration Aooroach. and Budaetary Cost Estimates Consultant will: • Develop a proposed network design focused on the City's: o Data bandwidth requirements, o Cybersecurity for industrial controls, o Ethernet based communications using transmission medium, including radio (licensed, unlicensed, or telecommunications provider based), fiber and copper, and o Secure integration requirements for data exchange with other agencies. • Develop a cost estimate for the above network design, including costs for equipment, installation, and other budgetary requirements. • Develop a high-level controls system architecture based on supported Allen Bradley controllers, with integration to the proposed network design. • Develop and implement an approach for system migration, including a bridge between the existing network and new network, to maintain ongoing operations during the transition.
