8.C. - Page 2 <br />The Committee met on June 12, August 21, and October 18 of this year to consider <br />these amendments and other potential amendments to the Charter. After thorough <br />review, the Committee recommends the changes described in the following section. The <br />full text of the proposed amendments is included in Attachment 1 to this staff report. In <br />Attachment 1, proposed additions to the Charter are indicated by underlining and <br />proposed deletions are indicated by strike -through text. <br />ANALYSIS <br />Recommended Amendments: <br />1) Public Noticing Procedures <br />The Committee recommends amendments to Section 33/4 (Acquisition and Disposal of <br />Property by Port), Section 6 (Initiative, Referendum and Recall), Section 15 <br />(Legislation), and Section 47d (Ordinances and Resolutions). These proposed <br />amendments would make the City's public noticing procedures more effective and more <br />responsive to changes in technology and media. <br />Proposed changes to Section 33/4 amend existing procedure for publishing notice of a <br />proposed sale of property by the Port. Currently this section states that public notice of <br />any such proposed sale shall be advertised in the "official newspaper" of the City. <br />However, the City no longer has a newspaper that meets the requirement for a <br />"newspaper of general circulation" published within city limits, which is a state law <br />requirement for publication of notices. The proposed amendments replace this outdated <br />requirement with a requirement to publish notice in any newspaper of general circulation <br />within the City. <br />Proposed changes to Section 6 amend existing procedure for publishing notice of a <br />deposit of petitions, referenda, or recalls. Currently this section states that the deposit of <br />petitions for initiatives, referenda, or recalls shall be noticed three or more times in a <br />newspaper published and circulated within the City. The proposed amendments replace <br />this with a requirement that notice be published in accordance with procedures <br />established by an ordinance of the Council. This will allow the City to publish notice in <br />compliance with the Charter even though no newspaper of general circulation is <br />currently published within Redwood City. The proposed amendments will also allow the <br />Council to amend noticing procedures for initiatives, referenda and recalls without <br />needing to amend the Charter. <br />
