After careful review, the
Committee recommends that the Mayor and Vice -Mayor meet with Port officials
periodically to discuss how City and Port can enhance their collaborative service of the
City's residents.
Public Outreach:
When considering Charter amendments, the City may, from time to time, engage in
outreach to solicit public input on potential amendments. The Committee determined
that, with respect to these proposed amendments, no public engagement was required
beyond the public meetings held by the Committee. These meetings were publicly
disclosed and agendas describing the proposed amendments were provided in advance
of the meeting. The Committee discussed conducting thorough public outreach when it
reviews future, substantive amendments to the Charter.
NEXT STEPS
If the Council approves of the proposed amendments as drafted, staff will begin working
on all necessary documentation for proposing a Charter amendment for voter approval.
This documentation will include a resolution to be adopted by the Council in spring
2018, which will approve placing the proposed Charter amendment on the November
2018 ballot. The Council will hold two public hearings in accordance with Government
Code section 34458 prior to adopting the resolution placing the proposed Charter
amendment to the voters.
ALTERNATIVES
The Council could direct staff to make changes to the proposed amendments or to
prepare additional amendments. These changes could be brought for approval in
connection with the resolution for Council adoption in spring 2018. The Council could
also choose not to proceed with any revisions to the Charter.
FISCAL IMPACT
If the Council elects to proceed with any charter amendments, the City would bear the
cost associated with placing the proposed amendments on the November 2018 ballot.
