8.C. - Page 5 <br />Consistent with other proposed amendments, the proposed amendments to Sections 51 <br />and 51.5 also update public noticing requirements associated with budget adoption. <br />Section 51 currently states that copies of the budget do not need to be placed on file <br />with the City Clerk if the Council chooses to publish the budget in the official newspaper. <br />Because the City has no official newspaper and because it is impracticable to print a <br />several hundred -page budget in any newspaper, the proposed amendments remove <br />this reference to newspaper publication. Similarly, where Section 51.5 currently requires <br />notice of the public hearing on the budget and the public availability of the budget to be <br />published in the official newspaper, the proposed amendments require that notice be <br />published in accordance with procedures established by an ordinance of the Council. <br />5) Gendered Language and Standardized Usage <br />The City Charter reflects the era of its adoption in its use of masculine language to <br />describe City officials and employees. The proposed amendments modernize the <br />language of the Charter by replacing gendered language with neutral language. The <br />proposed amendments also delete current Section 72.5, which explains that references <br />to the masculine gender throughout the Charter should be interpreted as including both <br />masculine and feminine genders. <br />The proposed amendments also standardize capitalization throughout the document <br />and make other conforming, non -substantive changes. <br />6) Mavoral Terms <br />The Committee does not recommend any amendment to Section 14 (The Mayor). After <br />considering amendments that would shorten mayoral terms to one year and replace <br />biannual mayoral selections by the Council with automatic rotation of the office among <br />all Councilmembers, the Committee does not recommend any changes to mayoral <br />terms at this time. <br />7) Port -related Amendments <br />The Committee does not recommend an amendment to Section 47g (Relation to City <br />Manager and Council), Section 48a (Leases), or Section 48b (Annual Budget) at this <br />time. <br />The Committee considered amendments affecting the operations of the Port and the <br />relationship of the Port to the City Manager and City Council, which had been prepared <br />
