8.C. - Page 19 <br />Section 23. DEPARTMENT RULES: <br />Each department head shall have power to prescribe and enforce reasonable rules and regulations <br />not inconsistent with this Charter or ordinances of the eCity, or general laws of the sState, for the <br />conduct of the employees of the department of which he they are is in charge, for the distribution <br />and transaction of its business, and for the records and property under his their control. <br />Section 24. OFFICIAL BONDS: <br />The eCouncil shall determine which officers shall give bonds for the faithful performance of their <br />official duties and fix the amount of such bonds. Such officers, before entering upon their duties, <br />shall execute bonds to the eCity in the penal sum required, which bonds shall include other <br />officers of which they may be ex -officio incumbents. Said bonds shall be approved by the eCouncil <br />and filed with the eCity eClerk. That of the eCity eClerk shall be filed with the Mayor. The <br />premium of such bonds shall be paid by the City. <br />Section 25. OATH OF OFFICE: <br />Each officer or member of a board or commission shall take the eConstitutional oath of office and <br />subscribe thereto before entering upon his their official duties. Such oaths shall be filed with the <br />eClerk. The oath of the eCity eClerk shall be filed with the Mayor. <br />Section 26. CITY MANAGER: <br />The eCity mManager shall be the administrative head of the eCity government. He Th ev shall be <br />chosen by the eCouncil without regard to political consideration and solely with reference to his <br />their executive and administrative qualifications. <br />'appointment; <br />The powers and duties of the eCity mManager shall be as follows: <br />(a) To see that all ordinances are enforced. <br />(b) To appoint, except as otherwise provided, all administrative officers, subordinate officers, <br />employees, and remove the same, except as otherwise provided, and have general supervision <br />and control over the same. <br />(c) To exercise general supervision over all privately owned public utilities operating within <br />the eCity. <br />(d) To see that the provisions of all franchises, permits, and privileges granted by the eCity are <br />fully observed and to report to the eCouncil any violation thereof. <br />Page 12 of 45 <br />ATTY/CHARTER AMENDMENTS/2017/2017 DRAFT CHARTER AMENDMENTS <br />REV: 11-29-17 JS <br />
