8.C. - Page 19 Section 23. DEPARTMENT RULES: Each department head shall have power to prescribe and enforce reasonable rules and regulations not inconsistent with this Charter or ordinances of the eCity, or general laws of the sState, for the conduct of the employees of the department of which he they are is in charge, for the distribution and transaction of its business, and for the records and property under his their control. Section 24. OFFICIAL BONDS: The eCouncil shall determine which officers shall give bonds for the faithful performance of their official duties and fix the amount of such bonds. Such officers, before entering upon their duties, shall execute bonds to the eCity in the penal sum required, which bonds shall include other officers of which they may be ex -officio incumbents. Said bonds shall be approved by the eCouncil and filed with the eCity eClerk. That of the eCity eClerk shall be filed with the Mayor. The premium of such bonds shall be paid by the City. Section 25. OATH OF OFFICE: Each officer or member of a board or commission shall take the eConstitutional oath of office and subscribe thereto before entering upon his their official duties. Such oaths shall be filed with the eClerk. The oath of the eCity eClerk shall be filed with the Mayor. Section 26. CITY MANAGER: The eCity mManager shall be the administrative head of the eCity government. He Th ev shall be chosen by the eCouncil without regard to political consideration and solely with reference to his their executive and administrative qualifications. 'appointment; The powers and duties of the eCity mManager shall be as follows: (a) To see that all ordinances are enforced. (b) To appoint, except as otherwise provided, all administrative officers, subordinate officers, employees, and remove the same, except as otherwise provided, and have general supervision and control over the same. (c) To exercise general supervision over all privately owned public utilities operating within the eCity. (d) To see that the provisions of all franchises, permits, and privileges granted by the eCity are fully observed and to report to the eCouncil any violation thereof.
