All other things being equal, an engineer who has had special training or experience in municipal engineering shall be appointed to this office, if practicable. Nothing herein contained shall prevent the eCity Manager from acting as ex -officio City Engineer and street superintendent and filling such offices as herein provided. CHIEF OF POLICE: The eChief of pPolice shall be the head of the police department, and shall have all the powers that are now, or may hereafter be conferred upon sheriffs and other peace officers by the laws of the sState. It shall be his their duty to preserve the public peace, and to suppress riots, tumults, and disturbances. Their His orders shall be promptly executed by the police officers of the eCity, and every citizen shall lend him them aid when requested for the arrest of offenders, the maintenance of public order, or the protection of life and property.
