All maps, plans, profiles, field notes, estimates and other <br />memoranda of surveys and other professional work made or done by him or— he them or under <br />his their direction or control as City Engineer during his their term of office shall <br />be the property of the eCity. <br />The City Engineer shall, at the time of his vi her- their appointment, have been a practicing <br />engineer for a period of at least three years. All other things being equal, an engineer who has had <br />special training or experience in municipal engineering shall be appointed to this office, if <br />practicable. <br />The sStreet sSuperintendent shall perform such duties as may be prescribed now or hereafter, by <br />ordinance or general laws of the sState. Nothing herein contained shall prevent the eCity <br />Manager from acting as ex -officio City Engineer and street superintendent and filling such <br />offices as herein provided. CHIEF OF POLICE: <br />The eChief of pPolice shall be the head of the police department, and shall have all the powers <br />that are now, or may hereafter be conferred upon sheriffs and other peace officers by the laws of <br />the sState. It shall be his their duty to preserve the public peace, and to suppress riots, tumults, <br />and disturbances. <br />Their His orders shall be promptly executed by the police officers of the eCity, and every citizen <br />shall lend him them aid when requested for the arrest of offenders, the maintenance of public <br />order, or the protection of life and property. <br />They He shall execute and return all processes issued to him them by legal authority, and it is <br />hereby made his their duty, to arrest persons violating any law of the United States or the sState <br />or ordinance of the eCity. He They shall have such other powers and duties appertaining to his <br />their office as may be prescribed by the eCouncil or rules of the police department. <br />They He shall appoint and remove all subordinates in the department, make rules and regulations <br />for the management of the department, all in accordance with the provisions of this eCharter and <br />subject to the approval of the eCity mManager.
