8.C. - Page 23 <br />charge and supervision over all matters relating to the prevention and extinction of fires, and of <br />all measures necessary to guard and protect all property impaired thereby. <br />During a fire, the eChief of the Wire dDepartment shall be in supreme authority over the territory <br />involved therein, and all persons in the immediate vicinity of said fire shall be subject to his their <br />orders. <br />They He shall appoint and remove all subordinates in the department and make rules and <br />regulations for the government thereof, subject to the approval of the eCity mManager. (As <br />amended April 13,1954, ratified by Legislature January 3,1955, Stats. 1955, Chapter 27.) <br />Section 31. DIRECTOR OF FINANCE: <br />There shall be a Director of Finance who shall be appointed by the City Manager. The Director of <br />Finance shall perform the duties, and exercise the powers, of the CityAuditor, City Treasurer, City <br />Assessor and City Collector in accordance with Sections 33, 34, 35 and 36 hereof, respectively, or <br />any one or more of said offices as may be consolidated under the office of Director of Finance by <br />ordinance of the Council. Wherever in this Charter reference is made to any of the foregoing <br />enumerated officers such reference shall be deemed to mean the Director of Finance, to the <br />extent the corresponding offices thereof have been consolidated. The Director of Finance shall <br />also perform such other duties, and exercise such other powers, as may be prescribed by the <br />Council or the City Manager. CITY CLERK: <br />The eCity eClerk shall be clerk of the eCouncil and the hBoard of eEqualization and shall attend <br />all meetings and shall keep in separate books full and true records of all proceedings of each of <br />said bodies. The eClerk shall keep a copy of all ordinances with a certificate of the eClerk annexed <br />to said copy, stating it is a true and full record thereof. <br />Said record copy, with such certificate shall be prima facie evidence of the contents of such <br />ordinance. The eClerk shall also keep an index to the minutes of the eCouncil and to all <br />ordinances. <br />The eCity eClerk shall be the custodian of the eCity seal, and shall affix the same to all official <br />certificates made by said eClerk, and to all papers when directed by the eCouncil to attest to <br />execute the same. <br />The eClerk shall have power to administer oaths and affirmations, to take affidavits, and to certify <br />the same. The eClerk shall have other powers and perform such other duties as may be provided <br />by this eCharter or by statute or by ordinance or order of the eCity mManager.
