8.C. - Page 25 <br />1978) <br />Section 35 CITY ASSESSOR: <br />There shall be a eCity -aAssessor. Subject to the provisions of Section 53.5, as soon after the lien <br />date of each year as practicable, he they shall assess all taxable property within the eCity as of the <br />lien date; he they shall prepare all special assessments for public improvements, and give notice <br />of such assessments to property owners. They He shall verify the assessment list by his their oath <br />and deposit the same with the eCity eClerk on or before the first Monday in August of the year in <br />which such list is made. <br />They He shall possess such other powers and perform such other duties as may be prescribed by <br />the eCouncil by ordinance, or by the eCity mManager. <br />The eCouncil may have a scientific appraisal and assessment of property made every five years or <br />at other periods. <br />The eCity eCouncil may also jointly agree with the County Board of Supervisors for a joint <br />scientific appraisement for the use of the eCounty and of the eCity, in which case the eCity shall <br />not pay more than one-half of the total expense of such joint appraisal. (As amended April 9, <br />1968, approved by Legislature, April 29, 1968. Stats.1968, Chapter 76.) <br />Section 36. CITY COLLECTOR: <br />There shall be a eCity eCollector, who shall collect and turn over to the tTreasurer, as herein <br />provided, all taxes collected by the eCity through its eCouncil, eCity -aAssessor, or otherwise, and <br />collect all license fees._�They shall have such other powers and perform such other duties as the <br />eCouncil by ordinance, or the eCity mManager, may require. <br />(Sections 37, 38, 39, 40, 41, 42 and 43 were deleted as amended April 13, 1954, ratified by <br />Legislature January 13,1955, Stats. 1955, Chapter 27.) <br />Section 44. CITY ATTORNEY: <br />There shall be a eCity Attorney appointed by the eCouncil. He They shall be an attorney admitted <br />to practice in the Supreme Court of the State of California, and shall have been in actual practice <br />in the state for at least three years next preceding histheir appointment. <br />The eCity -aAttorney shall be the legal adviser of the eCouncil and all other eCity officials. He They <br />shall draft all ordinances, resolutions, contracts or other legal documents or proceedings <br />required by the eCouncil or other officials, except as may be otherwise provided, and shall <br />perform such other legal services from time to time as the eCouncil may require.
