6.1.A. - Page 24 <br />Attachment A — Scope of Services <br />The City owns and operates approximately 70 facilities including sewer lift stations; storm water <br />pump stations; potable water pump stations, storage and regulating stations; and a recycled <br />water pump station. These facilities are monitored with a SCADA system consisting of Allen <br />Bradley Programmable Logic Controllers (PLCs), Wonderware Human Machine Interface (HMI) <br />software, and various motor control and instrumentation systems. Communications to remote <br />facilities is provided by a combination of wired circuits and wireless radio. <br />PWS is looking for a contractor with the following minimum skills to provide on-call maintenance <br />and troubleshooting services for the entire SCADA system: <br />— Detailed knowledge of Allen Bradley DF1, DH+ and Modbus protocols; <br />— Multi -vendor HMI support; <br />— Experienced with SQL server; <br />— Experienced with Wonderware platform; <br />— Experienced with the Windows platform; <br />— Experienced with Allen Bradley PLCs; <br />— Knowledge of industry best practices; <br />— Knowledge of advanced digital network infrastructure. <br />PWS will make available to the selected contractor the City's SCADA system documentation. PWS <br />staff will also be available to provide contractor site access, staff support and assistance as <br />required. <br />I. On -Call Availabilitv <br />Contractor must be available to respond to any emergency maintenance or troubleshooting <br />needs on a 24/7 basis. This includes weekends and holidays. In Chapter 4 Work Plan, please <br />describe your typical response time for emergency calls. If response times vary based on after <br />hours or weekends, please specify. <br />Contractor will have the responsibility of being the last contact on the City's SCADA alarm chain. <br />In the highly unlikely event City staff are unable to respond to an alarm before it reaches the <br />Contractor, Contractor must respond to the alarm and attempt to make contact with designated <br />PWS staff. Contractor will be responsible for monitoring the City's utility systems via SCADA until <br />PWS staff arrive. Please describe in Chapter 4 Work Plan, Contractor's proposed response for this <br />type of situation. <br />Contractor's response times will be a critical part of the resulting contract. Therefore, proposers <br />must have a full service facility located within a 50 -mile radius of Redwood City with a maximum <br />2 -hour response time for emergencies. <br />II.
