6.2.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
December 4, 2017
SUBJECT
Final Acceptance —Bair Island Storm Drain Pump Station Project
RECOMMENDATION
By motion, accept the Bair Island Storm Drain Pump Station Project, and authorize the
release of bonds and the retention according to City procedures
BACKGROUND
On January 27, 2014, the City Council approved the Award of Contract for the Bair
Island Storm Drain Pump Station (BISDPS) Project, to build a new storm drain pump
station and demolish the existing storm drain pump station. The capacity of the pump
station was increased to handle the storm water flows from a 100 year" storm event (a
rain event that has a 1 % probability of occurring each year). Additionally, the new pump
station location is more compatible with the traffic circulation planned for the area, which
includes the newly constructed roundabout on Bair Island Road and a future vehicular
bridge from Bair Island Road to Blomquist Street.
ANALYSIS
The contract was awarded for a base bid of $1,913,000.00 to Sanco Pipelines, Inc. of
Los Gatos, CA. The project was successfully completed in accordance with the plans
and specifications. Change orders were issued totaling $93,412.15. The final contract
amount is $2,006,412.15, which is 4.88% more than the initially awarded contract
amount. Change orders were due to unforeseen field conditions that resulted in
additional work that was not within the original scope of work, but was necessary to
complete the project. Construction was temporarily suspended for more than two years
until a sanitary sewer force main operated by Silicon Valley Clean Water (SVCW),
which within the immediate vicinity of the BISDPS project site, could be deactivated by
SVCW.
