6.3.A. - Page 5 <br />WHEREAS, in 2015, the City applied for $14,060,000 in Measure A funds, includ- <br />ing $10,550,000 in right-of-way acquisition funds, and the City proposed to contribute the <br />Contributed Property as matching funds for such right-of-way acquisition; and <br />WHEREAS, only $1,000,000 in right-of-way acquisition funds were granted by the <br />TA to City in response to the 2015 application, and the City did not commit the Contributed <br />Property as matching funds, which is reflected in the Funding Agreement entered by the <br />City and the TA with respect to the 2015 Measure A Funds; and <br />WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot <br />measure to allow the collection and distribution by the TA of a half -cent transactions and <br />use tax in San Mateo County for 25 years, with the tax revenues to be used for highway <br />and transit improvements pursuant to the Transportation Expenditure Plan presented to <br />the voters (Original Measure A); and <br />WHEREAS, on November 2, 2004, the voters of San Mateo County approved the <br />continuation of the collection and distribution by the TA of the half -cent transactions and <br />use tax for an additional 25 years to implement the 2004 Transportation Expenditure Plan <br />beginning January 1, 2009 (New Measure A); and <br />WHEREAS, the TA issued a Call for Projects for the Measure A Highway Program <br />funds on October 9, 2017; and <br />WHEREAS, the TA requires a governing board resolution from the City in support <br />of the City's application for $20,000,000 in San Mateo County Measure A Highway <br />Program funds for the ROW ACQUISITION; and <br />WHEREAS, the TA requires a governing board resolution from the City committing <br />the City to the completion of the ROW ACQUISITION; and <br />WHEREAS, if the TA Board awards Measure A Highway Program funds for the <br />ROW ACQUISITION, the TA will require that the City commence work on the ROW <br />ACQUISITION within one year of TA Board action. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />RESOLVED that the City Manager or designee is authorized and directed to exe- <br />cute and submit an application for TA Measure A Highway Program funds for $20,000,000 <br />for the ROW ACQUISITION; and be it further <br />RESOLVED that the City Manager or designee is authorized to execute a funding <br />agreement with the San Mateo County Transportation Authority for the City to encumber <br />any Measure A Highway Program funds awarded; and be it further <br />ATTY/RESO.105/CC RESO WOODSIDE MEASURE A FUNDING <br />REV: 11-29-17 JS <br />Page 2 of 3 <br />
