6.1.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />December 4, 2017 <br />SUBJECT <br />Professional Services Agreement for On -Call SCADA System Maintenance Services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a two-year Professional <br />Services Agreement with Eric Daniel doing business as The EDCCO Group in an <br />amount not to exceed $200,000, including City Manager authority to extend the <br />agreement for one additional two-year term, for a total not to exceed contract price of <br />$410,000 <br />BACKGROUND <br />Public Works Services Department (PWS) staff utilize a supervisory control and data <br />acquisition (SCADA) system to monitor and operate the City's water, sewer, and storm <br />water utility infrastructure. The SCADA system is invaluable for utility operations by <br />providing real-time information and remote access to geographically dispersed facilities <br />and equipment. <br />PWS has approximately seventy facilities connected to the SCADA network, which <br />consists of various hardware, software, motor control and instrumentation systems <br />programmed specifically for the City. The network requires regular updates, <br />maintenance, and occasional troubleshooting, and the Department has historically <br />relied on outside firms for these services. This is common practice for other similarly <br />sized agencies, whereas agencies often retain in-house staff for network upkeep. Staff <br />released a request for proposals for SCADA maintenance services and published the <br />request in The Daily News and on the City's website. <br />ANALYSIS <br />Staff received one proposal from Eric Daniel dba The EDCCO Group (The EDCCO <br />Group) by the notice deadline. Staff attributes the limited response rate to the <br />specialized nature of the industry and high service level obligations. The expectation for <br />consultants is 1) a diverse range of skills, from software programming and <br />telecommunication protocols to electrical and motor controls, and 2) ability to provide <br />24/7 on-call response to the utility. Few service providers are capable of providing the <br />full scope of these services. <br />
