6.1.A. - Page 2 <br />Upon review of the firm's proposal, staff believes that the consultant has the required <br />knowledge, experience, and staff resources to provide the City with reliable SCADA <br />services. For one, The EDCCO Group designed the City's original SCADA system and <br />is very familiar with the system's layout, hardware and programming. This familiarity <br />provides reassurance of The EDCCO Group's ability to troubleshoot the City's SCADA <br />system effectively. <br />In addition, The EDCCO Group is located in San Carlos and offers very swift response <br />times for regular and emergency requests. This is critical for PWS operations as any <br />error in the SCADA system requires a physical visit to the site, and operators may be <br />required to remain on-site to manually control system operations. <br />The EDCCO Group has over twenty years of experience working with municipalities on <br />development, programming and maintenance of automation systems. In addition to <br />previous work with the City, the consultant also currently serves multiple utility districts <br />in the region. Based on staff's previous experience with The EDCCO Group and the <br />qualifications of the consultant, staff recommends awarding a two-year agreement to <br />The EDCCO Group for on-call SCADA maintenance services. Services will be rendered <br />by City request and billed on a time and materials basis, using the consultant's hourly <br />labor rate and materials fees, in an amount not to exceed $200,000 over two years. <br />ALTERNATIVES <br />City Council may direct staff to revisit the scope of the agreement or solicit additional <br />proposals. However, staff publicly advertised the solicitation and did not receive <br />additional responses. The SCADA network is a critical aspect of utility operations and <br />staff recommends awarding the contract to The EDCCO Group to ensure continued <br />reliability of the City's SCADA network. <br />FISCAL IMPACT <br />Funds for the contract are available and budgeted in the water, sewer, and storm water <br />utility funds. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br />(V�_ 61_�) <br />ROBIN KIM <br />MANAGEMENT ANALYST <br />
