BACKGROUND <br />EI Camino Real in Redwood City is an existing state highway (Highway 82) operated by <br />Caltrans, and major north -south transportation corridor serving the Bay Area Peninsula. <br />Over time, it has evolved into an auto -oriented thoroughfare with inconsistent facilities <br />for pedestrians, bicyclists, businesses, and residents. While a small segment of the <br />Corridor streetscape has been improved, the facilities are not connected and create an <br />unattractive area for most users. In addition, businesses tend to be spread out along the <br />Corridor and are generally auto -oriented. Many people who use the corridor express <br />concerns with traffic and safety. <br />In January of 2016, Council directed staff to initiate the EI Camino Real Corridor Plan to <br />establish a cohesive plan that knits together the various zoning designations, weaves in <br />community benefits, and supports existing businesses. The Plan objectives were to: <br />§ Create a friendlier place for the people who live and work here: parents, kids, <br />commuters, homeowners, renters, and local businesses; <br />§ Improve the streetscape for a complete street design to promote walking, transit, <br />bicycling, and economic development; <br />§ Improve the Corridor's relationship with the Caltrain station, Downtown, and <br />surrounding neighborhoods; <br />§ Develop strategies to address development challenges, such as small, narrow, <br />and shallow lots with different ownership; <br />§ Incorporate community benefits, such as strategies for affordable housing; <br />§ Provide a comprehensive business retention and development strategy, focusing <br />on small businesses; and <br />Identify financing mechanisms and phasing recommendations to implement <br />public improvements. <br />RESEARCH AND ANALYSIS <br />The City and its consultant team, led by Dyett & Bhatia, have completed the draft Plan <br />based on an extensive community outreach process and technical studies, as described <br />below and in the "Public Notification and Outreach" section: <br />Materials <br />The team researched and prepared a number of technical studies, which were <br />presented throughout the process to inform and guide decisions.
