~ /6-1

August 22,2005

Subject
Design of Sport Fields Synthetic Turf Conversion Project, pursuant to Recycled Water
Project Alternative 'TF', as recommended by the Community Task Force on Recycled
Water.

Recommendation
Approve and authorize a consultant agreement with Beals Alliance for providing
professional design and engineering consulting services for the Sport Fields Synthetic
Turf Conversion Project, in an amount not to exceed $199,675.00.

Background
This project is part of the water conservation measures identified and recommended by
the Community Task Force on Recycled Water in their report to the City Council dated,
March 3, 2004. The $5 million cost of the fields conversion project, including the fees
for this design effort, are included in the Water Financing Plan approved by the Council
in January 2005.

Listed below are the six (6) potential fields identified by the Task Force report, eligible
for conversion to synthetic turf, in order to permanently eliminate the need for irrigation
water on the play surface:

1.
2.
3.
4.
5.
6.

McGarvey Field,
Griffen-Bechet Field,
Mitchell Field,
Hawes Park,
Marlin Park, and
Sandpiper Park.

The potential water saving, after converting these six natural turf fields to synthetic
fields, is approximately 95 acre-feet per year, or enough water to supply 350 average
households for a year.

Staff plans to complete this conversion within two years, using a two bid package
process. The first bid package will be advertised after the first half of the bond
proceeds become available in the second quarter of 2006. It includes McGarvy,
Griffen-Bechet, Mitchell, and Hawes sport fields, which are all in the same vicinity, and
are all of the same construction methodology.

'"T-.'~
