<br />6. /6-~ <br /> <br />The second bid package will follow approximately one year later (2007), and will cover <br />/ <br />Marlin and Sandpiper sport fields, which are sand-based, and located in Redwood <br />Shores. <br /> <br />This consultant agreement is the initial step in getting this project started. The <br />consultant services will include the planning, initial study, design development, and <br />assisting in the public outreach for all six fields. The Consultant will then prepare the <br />Contract Documents for the first bid package only. It is anticipated that an amendment <br />to this agreement will be brought back to Council to expand the scope of service to add <br />construction support and the preparation of the second bid package next year, when <br />more Recycle Water Bond proceeds will be available for the remaining tasks. <br /> <br />Over the past five years, the City retained Beals Alliance for the design of four other <br />sport field conversions in and around the City (Hoover, Taft, Garfield, and Fair Oaks <br />Schools). Beals Alliance will provide staff with technical expertise needed for this <br />project since they have designed many such fields in the Bay Area and are considered <br />one of the leading consultants in the design of this type of facility. <br /> <br />Alternative <br />The alternative is to wait until proceeds from the second water bond are available in <br />early 2006, prior to commencing the design. If this alternative is taken, the construction <br />will not occur until late in 2006, which will put the project in an unfavorable bidding <br />climate. This will also prolong the comparatively larger outlay for maintenance of these <br />facilities for the duration of the delay. <br /> <br />Fiscal Impact <br />Funding for the design portion of this project is available in the Fiscal Year 2005/06 <br />Water Enterprise Fund Capital Improvement Program (CIP).
