REPORT

To the Honorable Mayor and City Council
Fro.m the City Manager

August 22, 2005

Subject
Agreement to provide human resources services to the City of Mountain View.

Recommendation
Authorize the City Manager to enter into an agreement with the City of Mountain View to
provide training design and facilitation services to the City of Mountain View.

Background
Redwood City's Human Resources (HR) department has provided contract services to
other public agencies for over eight years, and we are proud of our entrepreneurial
programs. Mountain View has requested that our Employee Development Manager
design a training program for its employees that complies with recently enacted state
legislation requiring all supervisors to receive two hours of interactive classroom training
on workplace harassment prevention. The project involves designing such a program
and delivery of a "Train the Trainer" workshop in Mountain View on September 12, 2005
so that their own City Attorney staff can present it to their employee population.

Alternative
The alternative would be to decline this opportunity for HR to provide services to the
City of Mountain View. Implementing this option, the City would lose the benefits of the
revenue to the city generated by this entrepreneurial program.

Fiscal Impact
The agreement will generate $5,200 of revenue for the City. The revenue covers all of
the City's costs of providing these services and generates a profit that is used to reduce
the cost of operating the City's Human Resources Department. In recently years, in lieu
of drastic budget reductions, the Human Resources department has committing to
generating revenues, which this contract does.

(]¿J{

City Manager

Attachment: Agreement letter, Contract, Insurance documents
