Mana er <br /> <br />August 22, 2005 <br /> <br />Subject <br />Award of Contract - 2004-2005 Asphalt Rubber Chip Seal Project. <br /> <br />Recommendation <br />Approve the Contract Documents and award the contract for the 2004-2005 Asphalt <br />Rubberized Chip Seal Project to the lowest responsible bidder, Western States <br />Surfacing Inc. of Modesto, California, for their low bid of $315,490.28. <br /> <br />Background <br />This year's Cape Seal Project is a continuation of the Pavement Management <br />Programs' annual maintenance and rehabilitation projects. The Asphalt Rubber Chip <br />Seal (ARCS) Project is the first part of the two-part Cape Seal Project. The second part <br />is the Slurry Seal surfacing project, which will follow the ARCS Project by a few weeks, <br />completing the new Cape Seal surface. <br /> <br />Cape Seals are surface treatments, generally applied on low volume/residential streets, <br />which are utilized to provide a new wearing surface and to prevent water penetration of <br />the pavement surface, thereby extending the pavement's life. <br /> <br />Splitting the Cape Seal project into two separate projects allows the City to contract and <br />coordinate directly with each contractor performing the specialty work, thus eliminating <br />the prime contractor's markup, associated with the subcontractor. We believe this will <br />provide a better quality product, as well as being more cost effective. <br /> <br />Advance preparatory work is necessary, prior to the project, to rehabilitate deteriorated <br />portions of the roadway. This work typically involves sealing cracks and placing thin <br />layers of new asphalt pavement, to level the surface to remove depressions, ruts, and <br />surface raveling. This work is currently being performed by the Public Works Services', <br />Street Maintenance Section. <br /> <br />The stages of construction for the ARCS Project are as follows: <br />1. Removal of existing roadway striping and raised markers; and covering of all the <br />existing street utility covers and storm drain inlets. <br /> <br />2. Application of asphalt rubber emulsion (binder) on roadway surface, and <br />spreading crushed stone (chips) on binder-covered surface. <br /> <br />Page 1 of 2 <br /> <br />.-".." . "T""".-' <br />
