<br />MIS Foust/Aguirre to adjourn the Redevelopment Agency meeting. The motion passed <br />by a unanimous voice vote. <br /> <br />6. STUDY SESSION City Council, <br />Architectural Review Committee <br /> <br />Planning <br /> <br />Commission, <br /> <br />and <br /> <br />A. Downtown Precise Plan - Second Joint Study Session <br /> <br />Redevelopment Manager Church stated that the study session would be focused <br />on land use and development standards, street and public spaces, building <br />design and downtown identity. The third meeting scheduled for August 22 will <br />focus on infrastructure, parking, transportation, and transit issues. <br /> <br />Michael Freedman, of FTB, introduced others involved as consultants and firms <br />involved in the project stating that the presentation would involve only land use <br />and development. He stated that discussion would remain at the study session <br />level until such time as the consultants are given enough detailed feedback to <br />determine what the plan should be implementing. He stated that when the study <br />sessions are over, a public review draft plan would be prepared and taken to the <br />public hearing process. (A copy of the PowerPoint presentation is on file.) <br /> <br />The Concord Group's market analysis provided was focused within the <br />foreseeable future, on how much and what types of downtown retail the <br />downtown could conceivably support. <br /> <br />Comments and questions from Council, Planning Commission and ARC <br />pertained to open space; banks in the downtown retail core; explanation of <br />zoning; whether government offices are included in the core area; concerns <br />about office on ground floor; sensitivity to Redwood Shores being outside the <br />retail trade area; live work definition; consideration for designated bicycles and <br />pedestrians only; does the study assume a future number of residential units; <br />questions on how the economic analysis was done; need for more downtown <br />housing; ensuring pedestrian connection near the existing post office; <br />reconsideration of regulations for outdoor dining; questions about the arts <br />district; question about the paseo between City Hall and the post office; concern <br />with residents outside downtown core - losing services; concern with pedestrian <br />safety; great plan and preservation of historical buildings and arts district; and <br />the need to be proactive rather than reactive in planning. <br /> <br />Public Comment: <br />Joe LaClair supported many points of the plan and stated his understanding of <br />the difficulty in provídjhg for open space in the downtown although the plaza will <br />be an addition.
