<br /> <br />/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 22, 2005 <br /> <br />Subject <br />Redwood City Recycled Water Project - Production and Delivery of Recycled Water <br />(Connecting Pipelines and Utilities Project [CPU]). <br /> <br />Recommendation <br />1. Approve the award of contract by the South Bayside System Authority (SBSA) <br />Commission for the Redwood City Recycled Water Project, Phase 1 - SBSA Facilities <br />Project - Connecting Pipelines and Utilities Project. <br /> <br />2. Request that the SBSA Commission award the above-mentioned contract to the lowest <br />responsible bidder, Stoloski & Gonzalez, Inc. of Half Moon Bay, California, fortheir low <br />bid of $600,665.00, pursuant to the approved Agreement for Production and Delivery of <br />Recycled Water ("Agreement") between SBSA and the City of Redwood City. <br /> <br />Background <br />In August 2003, the City Council approved a broadly defined, flexible project, filed a <br />California Environmental Quality Act Notice of Determination, and formed a citizen <br />community task force to provide input on the implementation of the project. 10 March 2004, <br />the City Council accepted the Task Force Report and directed staff to return with various <br />implementation actions for their consideration. <br /> <br />The Redwood City Recycled Water Project will be implemented in phases and smaller, <br />discrete projects over the next several years, beginning with some recycled water delivery <br />in the 2006 irrigation season. The major components of the Project are: <br />1. Treatment improvements consisting offilter modifications, chemical feed addition <br />and filtered water line at the SBSA site - owned and operated by SBSA <br />2. Disinfection facility consisting of new chlorine contact chamber at the SBSA site - <br />owned by Redwood City, operated by SBSA <br />3. Storage and pumping facilities located inside the SBSA plant property (includes a <br />back-up supply line for potable water) - owned and operated by Redwood City <br />4. Distribution system consisting of new transmission pipelines throughout the water <br />service area, in street rights-of-ways - owned and operated by Redwood City <br />5. Customer site retrofits for each existing private or public site with a landscape <br />irrigation meter. Retrofits will occur as each property owner has agreed to convert <br />to recycled water for landscape irrigation and industrial uses. <br /> <br />As the name of this project infers, the work to be done consists of the installation of utility <br />pipes, ducts, and structures within a new berm - also being constructed by this project - <br />across an existing water impoundment within the SBSA property adjacent to Radio Road. <br />The utility pipes include a 24" emergency potable water feed to the recycled water storage <br />tanks, a 36" recycled water transmission main, and electrical power and communication <br />feeds from PG&E and SBC to support the now being constructed recycled water facilities. <br /> <br />Page 1 of 2 <br />
