<br />This project represents the critical connecting elements between the above-mentioned
<br />major components No.3 (Storage and Pumping Facilities (under construction», and No.4
<br />(Distribution System (under design)).

<br />The two (2) bids received at the bid opening on August 17, 2005, are summarized below:

<br />The bid of $600,665.00 is 18.8% higher than the Consulting Engineer's revised estimate of
<br />$505,625.00 (based on a June 2005 redesign) for the cost of construction. Based on the
<br />bids received, SBSA staff and the construction manager believe that the bid is reasonable
<br />and responsive, and recommend awarding the contract to Stoloski & Gonzalez, Inc.
<br />
<br />Overall, the anticipated construction costs for recycled water facilities under construction or
<br />with firm bids at SBSA as of this time are within the December, 2004 refined costs
<br />estimates on which the Council's approved Water Financing Plan is based. In summary:

<br />Do not approve the award of contract by the South Bayside System Authority (SBSA)
<br />Commission for the Redwood City Recycled Water Project, Phase 1 - SBSA Facilities
<br />Project - Connecting Pipelines and Utilities Project, which would be contrary to prior
<br />council action.
<br />
<br />Fiscal Impact
<br />The Water Financing Plan was approved by the City Council on January 24, 2005,
<br />concurrent with the Council's authorization to issue Water Revenue Bonds to finance the
<br />construction of Phase One of the Recycled Water Project. Bond proceeds in the amount
<br />of $32,822,484 were deposited into the project trustee account on March 1,2005. Funding
<br />for this and other City-owned and SBSA-owned treatment, storage and pumping facilities is
<br />available from the trustee account.
