-6: /F-"G

This project represents the critical connecting elements between the above-mentioned
major components No.3 (Storage and Pumping Facilities (under construction», and No.4
(Distribution System (under design)).

The two (2) bids received at the bid opening on August 17, 2005, are summarized below:

No. Bidder Bid Amount
1. Stoloski & Gonzalez, Inc. - Half Moon Bay, CA $600,665.00
2. JMB Construction, Inc. - So. San Francisco, CA $661,424.00

The bid of $600,665.00 is 18.8% higher than the Consulting Engineer's revised estimate of
$505,625.00 (based on a June 2005 redesign) for the cost of construction. Based on the
bids received, SBSA staff and the construction manager believe that the bid is reasonable
and responsive, and recommend awarding the contract to Stoloski & Gonzalez, Inc.

Overall, the anticipated construction costs for recycled water facilities under construction or
with firm bids at SBSA as of this time are within the December, 2004 refined costs
estimates on which the Council's approved Water Financing Plan is based.
