City of Redwood City <br />Notes to the Basic Financial Statements <br />For the fiscal year ended June 30, 2017 <br /> <br /> <br /> <br />NOTE 10 – NET POSITION AND FUND BALANCES (CONTINUED) <br /> <br />Pursuant to the authority delegated by City Council, the City Manager determines the amount of <br />assigned fund balances, which includes items such as encumbrances, and constrained amounts when it is <br />the City’s intent to use proceeds or collections for a specific purpose, and residual fund balances, if any, <br />of special revenue, capital projects and debt service funds which have not been restricted or committed. <br /> <br />Unassigned Fund Balance – is the residual classification for the general fund and includes all amounts not <br />contained in the other classifications. Unassigned amounts are technically available for any purpose. In <br />other governmental funds, if expenditures exceed amounts restricted, committed, or assigned, the <br />negative amount is reflected as negative unassigned fund balance. Within the unassigned fund balance of <br />the general fund, the City Council has established a minimum balance representing a level not less than <br />15% of the following fiscal year’s budgeted general fund revenues. <br /> <br />In circumstances when an expenditure is made for a purpose for which amounts are available in multiple <br />fund balance classifications, fund balance is generally depleted in the order of restricted, committed, <br />assigned, and unassigned. <br /> <br />C. Deficit Fund Equity/Net Position <br /> <br />The Successor Agency private purpose trust fund had negative net position of $16,357,678 due to long‐ <br />term debt outstanding for bonds used to finance various downtown improvements. <br /> <br />The planning cost recovery fund had a negative fund balance of $3,022. <br /> <br />The internal services fund had a negative net position of $12,203,090 due to the net pension liability. <br /> <br /> <br />NOTE 11 – FUNDS WITH EXPENDITURES EXCEEDING APPROPRIATIONS <br /> <br />Community Development, Finance, Library, Parks, Recreation and Community Services, and Public Works <br />expenditures exceeded appropriations in the general fund primarily due to unbudgeted program <br />expenditures for which there were sufficient revenues available. <br />77 <br />6.1.E. - Page 100
