REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 18, 2017 <br /> <br />SUBJECT <br />Grant application for 2017 Measure A Pedestrian and Bicycle Program <br /> <br />RECOMMENDATION <br />1. By resolution, authorize the filing of an application for program funds <br />available under the 2017 Measure A Pedestrian and Bicycle Program and <br />commit to completing the project if grant funding is awarded; and <br />2. By motion, authorize the City Manager to execute related grant documents <br /> <br />BACKGROUND <br />On November 6, 2017, the San Mateo County Transportation Authority issued a call for <br />projects for the 2017 Measure A Pedestrian and Bicycle Program. Approximately $5 <br />million is available for this two-year funding cycle, which covers the period from March <br />2018 through March 2020. This program provides funding for project development, right <br />of way acquisition, and construction of facilities for bicyclists and pedestrians. Eligible <br />projects include, but are not limited to, paths, trails, and bridges over roads and <br />highways. A maximum of three applications in a total amount of up to $1 million may be <br />submitted per sponsor, with a project application deadline of December 15, 2017. <br /> <br />A sponsor agency governing board resolution in support of the project application is <br />required. If the sponsor agency is unable to obtain a governing board resolution prior to <br />the application deadline the application will be accepted on an interim basis with an <br />endorsement letter from the City Manager, which has been submitted. A resolution must <br />be submitted no later than January 19, 2018. <br /> <br />Staff recently submitted a Transportation Development Act (TDA) Article 3 grant <br />application to the City/Council Association of Governments (C/CAG) for the same <br />project described in this report, but it was not funded. The application ranked seventh <br />out of the 21 infrastructure applications; the first five applications were funded. The <br />Complete Streets Advisory Committee (CSAC) previously issued a letter of support for <br />the project’s prior TDA application and considered this application at its December 12, <br />2017 meeting. <br /> <br />ANALYSIS <br />If obtained, the grant funds would be used to make several improvements to the <br />Jefferson Avenue and Cleveland Street intersection.
