support two ongoing transportation efforts: the Jefferson/Cleveland Safe Routes to <br />Schools (SRTS) project and the Peninsula Bikeway Project. <br /> <br />The proposed improvements to the Jefferson Avenue and Cleveland Street intersection <br />are as follows: <br /> <br />· Curb extensions at the northwest and southwest corners with Americans with <br />Disabilities Act (ADA)-compliant curb ramps <br />· Installation of a Pedestrian Hybrid Beacon (PHB) Diverter and partial closure to <br />limit vehicle movements to right-out only onto Jefferson Avenue (bicyclists would <br />be allowed to continue straight). <br /> <br /> <br />Safe Routes to Schools (SRTS) <br />In 2014, Redwood City School District collaborated with /CCAG, the San Mateo County <br />Office of Education’s Safe Routes to School program, and the City of Redwood City to <br />conduct a walking and bicycling audit for McKinley Institute of Technology and North <br />Star Academy. The audit identified intersection improvements at the <br />Jefferson/Cleveland intersection to increase safety and comfort for students walking and <br />riding their bikes to school. These improvements would connect the residential <br />neighborhoods south of Jefferson to McKinley and North Star (as well as Sequoia High <br />School and Our Lade of Mt. Carmel School). <br /> <br />Peninsula Bikeway <br />The Cleveland/Jefferson intersection is part of the proposed Peninsula Bikeway. The <br />Peninsula Bikeway is a regional bicycle route from Redwood City to Mountain View <br />initiated by the Managers Mobility Partnership (MMP). MMP is an agreement between <br />Menlo Park, Mountain View, Palo Alto, Redwood City, Stanford University and Joint <br />Venture Silicon Valley to address regional transportation and mobility challenges. The <br />project would fill a key gap along the Peninsula Bikeway and meet the MMP objective to <br />enhance bicycle transportation and to create a regional bicycle network. <br /> <br />ALTERNATIVES <br />Council may: <br />· Choose to not adopt a resolution of support for the Jefferson/Cleveland SRTS <br />and Peninsula Bikeway project and direct staff to identify alternative funding <br />sources. <br />· Choose to not adopt a resolution of support and direct staff to not pursue the <br />Jefferson/Cleveland SRTS and Peninsula Bikeway project <br /> <br />FISCAL IMPACT <br />The local match for the grant project will be covered by a combination of the Traffic <br />Mitigation Fee Fund (Active Transportation) and the Capital Outlay Fund (Active <br />Transportation) which collectively have a balance of $150,000 as of October 31, 2017. <br /> <br /> <br />6.3.A. - Page 2
