EXHIBIT IIAII

Belmont Slough Pump Station
Scope of Work

PHASE I. PRELIMINARY DESIGN

We have detennined in the brief feasibility study submitted on May 16, 2005, that the existing
Belmont Slough Outlet Structure can be converted into a pump station structure with a pump in
each of the two chamber structures. The City of Redwood City has reviewed the study and agreed
on using the Flygt PL type impeller submersible pump for the final design of the outlet structure, as
recommended.

In the preliminary final design phase, we will verify the feasibility of installing two PL impeller
pumps within the west side chamber of the existing outlet structure. The pump discharge pipe for
each pump will be installed inside the existing west side 60" RCP to the Belmont Slough. The
remaining half of the existing outlet structure will remain unchanged and function as a lagoon
gravity outlet structure. During the preliminary design phase, BKF will fine tune the PL
submersible pumps design, and optimize the size of the discharge pipes. It is our understanding that
the City of Redwood City will inspect the existing 60" discharge pipes and repair any leakage to
restore the pipes to a sound condition. During this phase, we will also be developing the electrical
control system program with VFD for each pump and will contact PG&E to discuss the availability
of electrical power for the two submersible pumps.

The key to taking maximum advantage of the new pump station and maximizing circulation along
the west side of the Redwood Shores Lagoon will be the pump control. The pump control system
will need to make "intelligent decisions" regarding when to turn pumps on and off. The pump
control design is also based on the lagoon water elevation. Variables such as the rainfall occurring
in the lagoon, Belmont Slough water elevation, and whether the tide is going in or out will be taken
into consideration.

Task 1 - Preliminary Engineering and Design Development Report

The report will include:

1. Review of existing engineering as-built drawings and reports
2. Finalizing pump selection
3. Optimizing pump discharge pipe size and material
4. Evaluation of pump control and outlet structure
5. Preparation of preliminary proj ect cost estimate
6. Meetings with City staff to review findings
7. Preparation of brief design report

d --- -,r
