RESOLUTION NO. 17-18 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY APPROVING A DOWNTOWN PLANNED <br />COMMUNITY PERMIT WITH SEVEN GUIDELINE DEVIATIONS, <br />V E S T I N G TENTATIVE PARCEL MAP, AND DENSITY <br />BONUS PARKING CONCESSION FOR 707 BRADFORD STREET <br />PURSUANT TO THE CITY OF REDWOOD CITY'S DOWNTOWN <br />PRECISE PLAN, SUBDIVISION ORDINANCE, AND FINDING <br />THAT SAID APPROVALS ARE EXEMPT FROM THE <br />REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL <br />QUALITY ACT <br />WHEREAS, Applicant, MidPen Housing, submitted an application in <br />accordance with the approved Disposition and Development Agreement (DDA) for a <br />Downtown Planned Community permit ("DPC") including seven guideline <br />deviations, Vesting Tentative Parcel Map, and Density Bonus parking <br />concession fora 7 -story multifamily residential project consisting of 117 units for <br />seniors at the very low income affordability level and a ground -floor child care facility <br />of approximately 8,000 square feet, located at 707 Bradford Street, (the "Project") <br />which is located within the Downtown Precise Plan area ("DTPP"); and <br />WHEREAS, on November 2, 2017, pursuant to Section 2.0.3-A-2 of the <br />DTPP (pg. 28), the Architectural Advisory Committee ("AAC") conducted a public <br />hearing to consider the seven (7) proposed deviations from the DTPP guidelines, <br />including use establishments that exceed the 25 ft. maximum length, use of lawn <br />along the creek, width of the building wings, percentage of inactive frontages, entry <br />setbacks, window insets, and garage entries. The AAC recommended approval of <br />all but one requested deviation. The Committee did not support the requested <br />deviation on the window insets as proposed but suggested that some level of <br />deviation would be acceptable. Considering that these comments relate to design <br />details and given their support for the project's building form and design, the AAC <br />suggested that these design details could be reviewed by AAC after entitlement, <br />and forwarded a recommendation of approval to the Planning Commission; and <br />WHEREAS, pursuant to State Density Bonus Law and Redwood City's <br />Affordable Housing Density Bonus regulations (Government Code Section 65915, <br />and Section 32.19 of the Redwood City Zoning Code), the Applicant requested one <br />development standard concession for reduced parking than otherwise required <br />under the DTPP and the City parking regulations (Article 30 of the Redwood City <br />Zoning Code); and <br />WHEREAS, the Planning Commission of the City of Redwood City is <br />empowered by the Subdivision Ordinance of the Redwood City Municipal Code to <br />act upon applications for Vesting Tentative Parcel Maps and by the Downtown <br />ATTY/RESO.0107/PC RESO APPROVING DOWNTOWN PLAN COMMUNITY PERMIT -707 BRADFORD <br />REV: 12-01-17 PR <br />Page 1 of 23 <br />
